I‘ve been trying to replicate the problem you guys are having and I haven’t been able to do so. I have tested different monitors (Dell, Asus and AOC) but everything is working just fine for me.
Please check both Dxdiag reports attached from the units I have been testing.
Based on these two reports, the Intel® driver 3165 is working fine from our side. I recommend you once again the operating system from scratch and installing also the monitor drivers. Try testing the system without installing the Windows* updates. Once this has been done, you can try installing windows updates and then testing the system again.
