This worked for me! I have Win8.1 64bit and a few weeks ago my Intel BlueTooth adapter (AC 3160) suddenly stopped working and Device Manager reported "Windows has stopped this device because it has reported problems. (Code 43)". I must have rebooted my PC 20~30 times while uninstalling and reinstalling drivers, but after reading this post I did a shutdown, pulled out the power cord, plugged it back, booted and BlueTooth was back to normal working state. Ridiculous that this is necessary, but it worked for me, thanks to @LesMoss!
